Is it possible to copy the files from a recovery partition to another partition on another drive an be able to restore system from the new recovery partition

If you do an image copy, yes, but I don't think just a file copy will do it. There are boot records and so on that need to be copied as well. – user3463 May 17 '12 at 4:05
The preferred method would be to use the set of Recovery Discs (made from the recovery partition, and assuming that you made them). – sawdust May 17 '12 at 4:16
It can be done but is a pain and how to can vary from manufacturer to manufacturer, better to use recovery discs as suggested by sawdust. – Moab May 17 '12 at 14:40
