I checked your Q&A first but it only confounds my so baffling issue!

I have a Dell 260 and a Buffalo "n" type wireless router. Our Dell, via its WiFi dongle, receives WiFi from the wireless router of a cable TV box. I wish to, via a Ethernet cable to the Dell, use the Buffalo router to create a public hotspot outside. I am having massive difficulties setting up network connections. Your instructions worked on friends' machines, but this is different. Please take a look:

Buffalo router's IP: 192.168.11.1 (ON) 192.168.11.100 (OFF)

DELL XP Pro 3

LAN of High Speed Internet

Connection One (the one receiving WiFi from TV cable box router)
