I need to manipulate frequency of each core in my I7 processor. There is a way to do it in Debian (http://wiki.debian.org/HowTo/CpuFrequencyScaling).

But I want to do it on Linux Fedora and Window. Any idea if the frequency can be changes either statically or dynimcally through programming solutiion.
