My laptop which is running Vista gets stuck at "Please Wait"stage forever. I tried to use the Safe Mode with command but I did not know what to type as command. So, I cold rebooted again and now it even gets stuck same place in the Safe Mode. PLEASE WAIT- I AM IN EUROPE AND IN BAD NEED OF MY PC......

Ok. What happens when you try to use just "normal" safe mode? Do you have your recovery discs, just in case? Do you have Windows Vista installation disc? – Bon Gart Jul 1 '12 at 23:53
Backup everything, get a linux live cd[ ] (ubuntu, lubuntu...any livecd will work) and backup all important data. And then re-install your vista. If you do not have the disk or can't find it (yet), just use the livecd until you can re install or you have the time to fix your problem. – Logman Jul 2 '12 at 1:31
