Which software can be used to create icons?

My question is opposite of this question. In my ico file, there are many ico files in one single ico file, and I need to get rid of all except one. Is there a decent tool that does that which wont get rid of transparency? Preferably freeware..

No, you want to edit one, but that’s the same thing. There are no separate creation and editing programs; any program that can create can edit and vice versa. – Synetech Aug 1 '12 at 0:19
@Synetech may be, but that doesn't make this question duplicate. The kind of removing info from a file I was pondering about no way directly connects to a question that talks about creating a file. Tools may be able to do, but the question is different. – nawfal Aug 1 '12 at 2:02
There are no icon creating programs, only icon editors. Just like there are no text creating programs, only text editors, graphics editors, etc. All creation programs are editors. You want to edit an icon, so you need to look for an icon editor. Even if it’s not technically a duplicate, it would still probably have been closed as “not constructive” or even “not a real question” in that it is very easy to answer) and thus doesn’t seem as though you bothered to look for yourself (even though you obviously did since you found one). – Synetech Aug 1 '12 at 3:09

I found out an excellent tool, @icon sushi myself. It lists all the icon sizes once u drop an ico file onto it. You can manipulate on each. At the end its free too :)
