Is there any windows programs which would show me the file and folder names of zip and rar archives when I place my cursor over the file? I always have to open them to decide if I should extract them here or to another folder.

If you are using Vista or higher, you can use a preview handler. This MSDN article shows how to write your own and includes a sample handler for ZIP files. It includes both source code and a compiled version with installer.

I don't think that you will find anything like this as it would be very heavy on system resources.

It would have to attempt to open the archive and read the table of contents and close the file again every time you triggered it with a hover.
