What is the best free website engine (wordpress, cms, etc) for creating a resume site? The content is static and I want something easier than working in raw HTML.

WordPress is a great engine for this, you can just create Pages instead of actual blog Posts, but you might want to help promote yourself by writing about a niche you specialize in. Since it sounds like you really just want an easy way to setup and modify infrequently with an easy to use editor.

It has about any plugin you could need or want, and the latest versions have an automatic update system that is really nice. Just searching on the plugin page for 'resume' gives a number of results.
