Download the executable ("Windows Installer") from python.org and install it.

For an IDE based full package install for Scientific computing I have used Python-x,y and it comes with the kitchen sink.

Get ActivePython for Windows.

See here for installation instructions.

In addition to the installer at python.org, ActivePython includes pywin32 (Windows API extensions) and several unofficial documentation including tutorials to learn Python.
