I just wanted to know if there's a difference between :

-An Active Directory Domain controller with the Windows server 2003 domain functional level

And

-And using the whole Windows Server 2003 operating System ?

The purpose is that I'm not familiar with WinServer2003 and I wanna use WinServer2008R2, but I've been told that the ADDC should be running WinServer2003.

So does it matters if I use the 2008R2 version of the OS to make it ?

No its not a problem with Windows 2008R2 - the only thing you have to consider is that older clients cannot join the domain (depends on which function level do you set up your dc2008 during the installation process) or you can't use shares from the 2008R2 easily. Every OS above Windows2000 (xp,Vista,7,8) works fine.

If you are using WindowsXP or (server 2003) as a member and you want to use the new group policy settings called "Preferences" then you have to install the ClientSideExtensions (CSE) and also the HotFixRollup (rollup also for Vista) from Microsoft HotFixRollup KB974266

If you got more than one DC i would strongly prefer that every DC is a 2008R2 Server
