I'm looking for a simple firewall that will allow all inbound/outbound connections for all programs except programs I add to a blacklist. Does anybody know of one?

Also, it needs to be compatible with Windows 7 Home Premium 64-bit.

Windows 7 Home Premium comes with one that is pretty straight forward. However there are some out there that will let you handle blacklists and whitelists. Some free ones are Avast 7 and Comodo. I just noted one called TinyWall, but haven't used it myself. The screen shots make it look very user friendly.
