Can files deleted with rm -rf be recovered?

How to recover files that are rm -rf? Because, I know they aren't deleted at that point. I am using OSX 10.7, is there an app I could use to save the files? Or better, is there an app to recover the folders (that contain the deleted files)?

Here's one MacOSx based tool I found,

There must be more tools available for the same.

Also, if it's too essential, try booting through linux or Windows, as they provide plenty of freeware tools.
