If there's a flat in the upper floors of an apartment building, which are the possibilities for the neighbours bellow to block the cables for internet?

My concrete reason to ask - I hope the core question is still general enough to not be closed): I want to install tv-cable based internet at home but the engineer said, after measuring the signal in my flat and the flats bellow, that probably the neighbour bellow is doing something to block the signal. He also didnt want to let us in. But the engineer didn't give me many details about what the neighbour could be actually doing. But the engineer suspects that he is intercepting intentionally.

So what can be the neighbour doing? I don't have anything activated yet, but probably from other neighbours (bellow him)?

Any help greatly appreciated!
