Is there a way to have Visual Studio search text inside files with no extension, e.g. readme?

As long as the file is included in your project, the Find In Files function (Ctrl-Shift-F) will find it if you have Look in: set to Entire Solution.

I just tested this by creating a ReadMe text file containing the word testing and searching for testing - the find results are as follows:

Find all "testing", Subfolders, Find Results 1, "Entire Solution"
C:\WIP\scratch\test\test\ReadMe(1):testing Matching lines: 1
Matching files: 1 Total files searched: 3
