What are Inbound and Outbound Rules for Windows Firewall?

Hi

Can anybody explain what are these inbound and outbound rules regarding firewall? What are their significance ??? Are these useful even when Windows firewall is off?

Inbound rules affect incoming connections. Outbound - outcoming. When firewall is off - no rule is in effect of course.
