Exactly what the title says. I've run the troubleshooter, disabled startup services, fixed ALL APPLICATION PACKAGES permissions, enabled UAC, enabled Windows Firewall, and still, all of them (save for Control Panel, camera, and IE) crash.

It's not a driver issue because when I create a new user, all of them work perfectly, and I don't need a refresh because when I create a new user, all of them work perfectly, and I upgraded to keep the programs from Win7.

Is there any way to fix this without rebuilding the user profile?

This is on a computer upgraded from Win7 to Win8.

Since you created a new user account, migrate the old user account to the new one, does it still do it with the new account? – Moab Nov 11 '12 at 18:17
