When using

$ xmllint --c14n one.xml > 1.xml
$ xmllint --c14n two.xml > 2.xml
$ diff 1.xml 2.xml

Would it matter if the order of the sibling nodes were different? I.e. are these the same? (same two nodes just different order)

<node1 att1='one'></node1>
<node2 att1='one'></node2>

diff with

<node2 att1='one'></node2>
<node1 att1='one'></node1>

I'm thinking yes this would be different.
