I've found the "math input panel" in Windows 7 is nice. However, it cannot do OCR on existing math.

Note that handwriting recognition and OCR are very different things so I wouldn't even expect a solution for one of them to be the right tool for the other. – Joey Nov 17 '10 at 20:08
