Somehow my Windows Firewall has decided that it won't offer the "Allow access" button, all of a sudden, despite always doing this before:

Now I could, of course, go in and add a rule for this manually, but the button is undoubtedly the fastest way of getting there. Why is it hidden and how can I get it back?

(UAC is off and I am an admin user)

Are you sure you're an admin with full privileges? I am almost completely sure this a privilege problem, because of the text on top: "Your network administrator can unlock this program for you." – OmerPT Dec 5 '12 at 0:32
