I've looked at and tried solutions to similar questions but doesn't seem to work with my combination of IE9 on Windows 7. It just seems IE9 ignores any attempt to change its always-on-top property.
Any solution is much appreciated.
For the case there wouldn't be a clean built-in solution,
The program code is a one-liner
Internet Explorer 9 don't have the option to keep itself windows always on top.
You can use the third-party software to do that. for example windows on top software,
it can make any application windows always on top of other windows.
