All, I want to modernise and existing UI. I currently use Expression Design to creat my icons, but this is not ideal, as it can be difficult/tedious to perform certian operations. My question is: Do Microsoft use Blend to create their New Office2013/VS2012 icons and if not, then what Application do Microsoft Use to Create their New Office2013/VS2012 Icons?

I guess only Microsoft's Designers can tell you that. However, they most likely use a vector based graphic program, and it wouldn't surprise me if they're using Adobe Illustrator.
