The obvious choice in my mind would be wordpress (however more of a blog engine), but I am trying deperately to remember the name of one I saw recently.

It was allegedly designer friendly, and was fully hosted. Looked slick too. But the name was all '2.0ish' and hence it is impossible to Google.

When I say online I mean register, pay your bills and completely operate the site online.
