Ok here's the deal

I exported a csv in UTF-16 format via PHP and open it in excel...All the encoding works perfectly.

My question is, suppose I edit this csv and then just hit save in excel and overwrite the original csv, does this file remain encoded as UTF-16? Or does excel save it as a different encoding?

I'm using excel 2010 on windows. Any variation in behavior from other platforms (mac etc)?
