I want to modify Gnome 3 to support the following:

Full-screen applications expand into the area below the top bar.

I'd like to use full-screen applications while also using the functionality provided by Gnome 3's top bar.

Is this possible? If not, I am willing to try other solutions that give me ui setup I am aiming for.
