I'm having a problem where I try to install programs and the installer won't open. Usually, restarting my computer works and I can then install, but I don't understand why it wouldn't be able to run them without a restart first. Any suggestions? I've tried running as an administator as well, and it brings up the permission dialogue box but it still won't work

Update in response to comments: I've been having this issue with every installer.

Agreed with @magicandre1981 is this all installers or certain ones. Some installers will check the Windows version and/or additional programs running. – Brad Patton Feb 28 '13 at 16:22
@magicandre1981 it's an issue I've been having with anything I try to install from Google Chrome to large games (Path of Exile, Assassin's Creed III, etc.) – Wes Mar 1 '13 at 13:00
For example, I'm currently attempting to install Picasa (Google's photo viewing/"editing" software), and while it asks me if I want to give it permission to run as an administrator AND I can see Picasa running in my task manager, no installer appears – Wes Mar 1 '13 at 13:13
