Is there an app for Windows like EventBox (OSX only) that allows me to manage Facebook, Twitter and Google Reader from one place?

I think that Flock (a social browser) could answer a part of your need.

It provides a lot of services, including managing Facebook, Twitter, and other ones. Not sure about Google Reader, though.

(Of course, you can manage Facebook and Twitter on the sidebar, while having Google Reader opened, I guess that could be a solution.)

Seesmic does Twitter and Facebook, I use it, it's pretty decent. Trillian Astra 4.1 has pretty decent Facebook and Twitter support as well, but it's currently in beta.

I'm not aware of a program that integrates Google Reader well, as well as supporting those other two. FeedDemon is a decent option though, for just RSS, and it supports syncing with reader.
