I currently downloaded a bunch of AVI files of a popular show and when to make an DVD with multiple episodes that will play on any standard DVD player.

What is the best free shareware or application to accomplish something like this?

I am using Windows Vista 64 bit Home Premium.

It depends what software you have on your computer.
If you have NERO, then there should be an option to write a DVD video. You can then use this to write the ".VOB" files.
Alternatively there are free softwares too like MovieDVD Maker from Sothink.
Or you can use DVDFlick.
