I have a linux kernel and a JVM, what else does it take to run an Android app? I assume there are some Android specific Java classes that I would need. Anything else? What is the biggest challenge for getting Android apps to work on a PC? I am guessing it is not easy, or someone would have done it already.

You either need to run Android or use an emulator. There are lots of Android emulators on the market. – Ramhound Apr 10 '13 at 13:02
