Is there any app in Mac OS X that is like Paint in Windows that can let users scribble (draw), draw circles / ovals / rectangles, and draw text on a photo?

That is correct there is no Microsoft Paint equivalent on Mac by default. However if you visit Mac OSX Software ie click the Apple icon menu. Your browser will open to that web site and you can search for many programs that have what you are looking for.

There isn't a default program. I would recommend Inkscape. It allows lots of drawing options and is open source.

Inkscape is a great software, but it's clearly not an equivalent of Paint. Inkscape is good at drawing vectors, not at doodling on a picture. – Philippe Mongeau Oct 21 '09 at 2:06

Preview has the ability to add certain shapes and text annotations as well. Not exactly full-featured, but depending on your requirements, it might be sufficient.

I would recommand Seashore

It's a great app for drawing or photo retouch. Has more features than Paint without being to bloated.
