NOTE: I have looked for an existing question, but either no answer was given or it didn't match my case.
Weird problem; USBs will only work (regardless of operating system - My GRUB launcher has the same difficulty) after the computer is powercycled once.
Power on -> No USBs
Power on -> Restart -> USB works
I hope that ^ sort of shows you what I mean. Essentially, turning on the computer after it is completely off results in the USBs not working. Restarting (I.e. without power being lost) fixes the issue.
So, what the heck? I have checked my BIOS/UEFI settings thoroughly yet I cannot find any setting that might change the problem.

Yes, I have checked all the USB settings; I get the feeling that there is a power option somewhere that is the cause of this.
Fairly certain that it has nothing to do with an OS (I have Linux Mint & Windows 7 dual booting - but I'll have to check if Mint suffers the same problem - surely since GRUB can't use the USBs, anything that is loaded from it won't be able to either?)
Very much certain the BIOS is to blame - it does stand for Basic Input Output System after all..
- Swapping USB ports does nothing
- Checked the logical places in the settings
- GRUB bootloader also inherits the problem
