Is there any good unrar tool for command prompt which also supports zip? and supports parts?

7zip ? http://www.7-zip.org/ (plus it is free !)

Rar has a crossplatform command client which does all the things you need. On my linux desktop, syntax is as simple as:

unrar x myfile.rar

IZArc http://izarc.org is an interesting option as well, though not open source as 7-zip. Still free, as in beer.
