From within the Device and Printers in Windows 7 it can see the external hard drive. When I click on Properties it states it working properly but there is no information in the Volumes tab. When I go into Computer the icon is not there, I can't access it.

I ran TestDisk and stopped it. Don't know if TestDisk messed up the hard drive.

Ran HD Tune Pro 5.5 and it stated Read error! Test aborted.

How can I recover the 1.3 TB of data?

How critical is the data? If it's absolutely critical, then unplug the drive immediately and stop using it. Contact a data recovery professional and get a quote. If the data isn't worth that much, then there are many questions and answers here which describe how to to do-it-yourself recovery of failing harddrives. – Darth Android Jul 10 '13 at 14:31
