This is a followup to Replacement for Google Desktop.

It turned out that shortly after system startup (Win7), something disables the CtrlCtrl shortcut that should bring up a Google search box in the middle of the screen. I tried, and during startup, when all my programs (Skype, Google Talk, Google Drive, antivirus etc.) are starting, for a short time the shortcut works and then stops working.

What disables the shortcut? How can I find this out?
