When did this start occuring? What did you change or add to it? It does not sound so much like a PSU problem, but possibly a motherboard issue or an over power problem when it goes to do the staggered init. Is there anything you can strip off of it, and still test. remove all the usb things, any addons you added, disconnect wires down to Need. You would still need the cpu and 1 stick of mem, and whatever video to see with. Other things, clear the cmos, and check that any jumpers are in the correct location. A cmos jumper that is still in the reset position (for example) can cause that. – Psycogeek Aug 23 '13 at 20:16
Swap the power supply. If it still happens, swap the motherboard. – spuder Aug 24 '13 at 4:40
