Which free software you recommend to make voice phone calls over a regular fax/modems card in windows ?

I think there is supposed to be a "Phone Dialer" application built-in. Try searching for or running "dialer" in the Start Menu or Run dialog.

This was taken out of Windows Vista and 7, I have not found anything that is free or as good as the one that used to ship with Windows. – William Hilsum Nov 5 '09 at 22:51

Win+R, type dialer; and you will get a dialer.
