In Windows Explorer, is it possible to add a context menu entry tp a file type that is only visible if certain conditions hold?

In particular, I would like to add a context menu entry to folders for SmartSVN that is only visible if the folder contains a .svn subfolder.

And as a bonus question: Can folder context menu entries only be edited in the registry? I thought you could modify them with the normal "standard programs" tools. But it seems I remember this wrong.

EDIT: I should add, all of this without compiling any code, simply by for example editing the registry. I know that there is some "AppliesTo" property, but I don't know how to use it.
