I am looking for a software that allows users to make CSS file changes that update the browser immediately without a refresh. This is useful for web developers because they can see their changes in real-time.

Unfortunately Live Reload is still in is alpha phase for Windows and I was just wondering if there were any more established Windows programs that achieve this?

I found emmet-livestyle which looks VERY promising but that too is in its infancy stages. Any suggestions or help would be appreciated.

You can try Fire.app. It's a cross-plattform tool and also recommended by the developer of LiveReload. But you have to buy it.(14$).

Even if you'd like to try another tool, I would recommend you, to use the LiveReload-Alpha. As mentioned on the website, the basic functions are working as they should. Alpha or Beta-versions need testers to find bugs etc. Otherwise they will stay in Alpha/Beta or will reach the final stadium with bugs.
