Is there a program which can scan the zip file header and give the necessary information about its structure?

For instance, the Zip File format is documented in detail here:

http://www.pkware.com/documents/casestudies/APPNOTE.TXT

Now, for instance, is there a program which can parse the local header and other headers of the ZIP file and give necessary information like:

  1. version of WinZip used to compress it
  2. compression algorithm used (LZMA or any other).
  3. location of central directory header

also, if it can detect any errors or anomalies in the file format?

for other file formats like .PNG we have programs like pngcheck which can be used on linux and give good details about the file.
