I have read some word explaining the difference between /bin, /usr/bin and /usr/local/bin, or alikes, e.g. this question. But I don't understand what do they mean by not essential or locally installed.

It seems such directory hierarchy relates to shared file-systems. Is it right that I can mount one partition containing /usr or /usr/local to multiple computers? And which one actually?
