My server uses StrongSwan to host an IPSec server using IKEv1.

Platforms such as Android, iOS, MacOS natively support IPSec connection without using external client application.

Windows 7 and 8 seem to support IPSec IKEv1 very well, but a VPN connection must be established via L2TP tunnel. I would not like to setup L2TP service on the server.

Is there anyway to establish IPSec IKEv1 connection on Windows, without involving L2TP tunnel?

To my understanding and in my experience you need an external client like ShrewSoft (free edition and commercial edition) or TheGreenBow. IPSecuritas (free) works for OS X if you are unable to get the native client to work with your configuration.
