I use Stickies

Stickies is a PC utility [...] to try to cut down on the number of yellow notes I was leaving stuck to my monitor. It is a computerised version of those notes.

The design goal behind Stickies is that the program is small and simple. Stickies will not mess with your system files, or write to the registry. Stickies stores information in a single text-based ini file.

What version of Windows you got? Win7 comes with one.

And it definitely is awesome. Especially since it can handle text as well as handwritten notes easily :-) – Johannes Rössel Nov 12 at 10:28
not to mention that you can format the notes via keyboard! – thephpdeveloper Nov 12 at 10:29

If you have windows vista ( Notes Gadeget ) come with one

(or)

StickyPad

StickyPad is an invaluable, easy-to-use tool that lets you place sticky notes on your desktop. You can type notes to yourself, set meeting and appointment reminders, keep track of a to-do list, and anything else you would do with paper notes. Your notes can be printed, pasted into other applications, or emailed to coworkers.

If other than windows 7, you could use Sticker Lite which is free software to create desktop sticky notes using different fonts, colors; post notes on desktop, modify sticky notes, organize sticky notes.

I recently evaluated several tools, and Hott Notes won that. Perhaps it also matches your needs?

A pen and a pad of paper of course!

You can download one at your local convenience store!
