I want to move MySQL database installed on my "Windows 7 Enterprise" PC to an external hard drive which is PGP 2.0 encrypted.

Could you please suggest how to do this?

Stop mysql, copy the data directory to the hard drive, change the data directory location in my.cnf, restart mysql. Make sure to make plans for restarts, entering the password to un-encrypt the drive.. – NickW Jan 7 '14 at 15:42
    
You should be able to simply migrate the physical location of the data using the normal means to do so. The drive will have to be readable state, by the operating system, before MySQL itself isstarted otherwise you will get an error. – Ramhound Jan 7 '14 at 15:44
