I made a blank .net 4.0.3 application in VS 2010 but don't get any design view when I open it up in Blend 4 or Blend 2012.

Do to restrictions I have to use VS 2010 and .net 4.0.3.

app.config

<?xml version="1.0" encoding="utf-8" ?>
<configuration>
    <startup>
        <supportedRuntime version="v4.0" sku=".NETFramework,Version=v4.0.3,Profile=Client" />
    </startup>
</configuration>
