services.exe uses 100% CPU & VM

It's difficult to tell what is being asked here. This question is ambiguous, vague, incomplete, or rhetorical and cannot be reasonably answered in its current form.

This is the Services Control Manager, which is responsible for running, ending, and interacting with system services. Use this program to start services, stop them, or change their default from automatic to manual startup.

Note: The services.exe file is located in the folder C:\Windows\System32. In other cases, services.exe is a virus, spyware, trojan or worm! Check this with Security Task Manager.

Sometimes well after loading my system, services.exe will suddenly decide to RELoad itself. Services.exe uses 100% cpu for approximately 5 minutes CPU Time (just as it does on startup)
