Samurize has some plugins for weather display. Rainlendar too. It often depends on what information source do you wish to gather weather information from (if you don't want to modify the plugins / widgets yourself).

Weatherbug is quite useful.

I just use the built-in Weather gadget in Windows 7. Probably exists in Vista as well. Looks nice, small and simple. Doesn't provide a TON of info, but enough for everyday use.

In small mode it displays location, current temperature and a weather image (sun, rain, cloud, etc.). In large mode it has a bit more info and also weather for the next 3 days.

I use the ones that comes with Yahoo Widgets, but the widget engine itself is a big heavyweight so make sure you have plenty of memory.
