you might want to provide a little more information about your situation ie, network setup etc. What do you want to do? Remote desktop? Share files? edit: there are so many different possible reasons for 2 computers to not be able to see each other in network neighborhood - it would be impossible to give a decent answer without knowing more!

Though there are many reasons, one thing that I've found is a problem a lot of the time is that they are on different workgroups. Try opening "Control Panel" -> "System", and open the "Computer Name" tab. See if both computers are on the same Workgroup or Domain. If not, click "Change" and set them to the same group.

TightVNC? Your question is so NOT specific. The program i suggested allows you to view another PC and control it remotely. For all we know that's what you may have wanted.
