How can I run Fragroute in Windows 7?

Or is there any other application that can be recommend which does the same? I notice that the last compatible Windows was Windows 2000 which makes me think I won't even be able to compile it to run. Is there another application or library that is similar? I am building a testing tool to run different types of scenarios to test DOCSIS network security.
