Free and offline? All in one? The local library is your best bet.

If you want to make online resources available offline, you can use HTTrack to copy a site. Run it a site like cplusplus.com and grab the tutorial.

You may also be interested in some excellent free C++ e-books written by great authors and provided to the community at no charge.

I doubt it, pretty much every modern library has the ability to renew over the phone or online. In many cases, they can also just do an extended loan up front. Alternatively, you could just pay the fine for 2 weeks, since it would likely only be a few dollars. – phoebus Nov 25 '09 at 23:32
