Can a PC running Windows 7 with VMware, run Hackintosh in a VMware virtual machine? Has it been done before?

I have seen torrents with ready to run vmware images of OS X. I obviously am not going to post a link.

Absoloutly yes.

They do not always work directly and you may have to modify the .vmx file which will usually be be in your Virtual Machines folder.

A very good source for information on this sort of thing is the OSx86 Project.
