Free as in you don't pay or free as in you are free to do what you want with it? AAC has patents surrounding it and I do not know of a free-to-do-what-you-want encoder. But ffmpeg works on Windows and does not cost anything.

I believe ffmpeg uses faac to encode aac, which even according to the authors is not really up to snuff: audiocoding.com/faac.html – John Barrett Dec 9 '09 at 15:18
FFmpeg can use its own encoder "aac" or faac "libfaac" for AAC audio encoding. – Mondain Sep 8 '10 at 19:03
