google spreadsheet not saving Color formatting rule and not applying in whole sheet universally.

When i save rule and then write "yes" in any cell of spreadsheet. nothing happens.

Conditional formatting rules are applied on a per-cell basis. Any rules defined are for that cell. If you need it to apply across all, select all cells and define the rule. To select all the cells, click on the blank cell on the left-side intersection of Column A, Row 1
